Special Board Meeting Minutes – 8 March 2010

Present:

Board members: Shawn McCann, Sandi Lang, Phil Gallmeier, George Pichel, Jim Harwood, Michael Trabold, Ben Bowen,  Jeff Harber.  HOA members: Frank Harwood, Chuck McCall

The required quorum was met.

Special Business:    Lake Maintenance

The purpose of the meeting was to vote on whether to proceed with an engineering planning and permitting effort to be performed by Gator Dredging for maintenance of lakes at Ski Watch.  The Board deemed that this engineering study and permitting is necessary to establish the level of effort and feasibility for needed lake maintenance at Ski Watch Estates.

 

1)   Discussed whether we had a competitive bid comparable to the one from Gator Dredging. 

A bid from Nutter and Associates for the amount of $12,700 was reviewed and determined that it was a bid for comparable services.

 

Shawn motioned that we do indeed have a completive bid.  Motion seconded by Jeff Harber.  Motion passed unanimously.

 

2) Shawn motioned that we proceed with Gator Dredging who bid $7200 to perform engineering services, planning, and permitting per their February 23 proposal.  This bid was the low bid for the engineering services. Phil Gallmeier seconded.  The motion passed unanimously.

 

Other discussions:

 

1)      Shawn will sign with Gator Dredging to begin next week.

2)      Discussed areas to deposit materials if the maintenance project proceeds.  Discussed the McKenzie request for an easement on Ski Watch property for access to their property.  Frank Harwood had talked to Lisa McKenzie and the access issue is for fire control.  A suggestion was made to ask for written permission specific to placing dirt on the existing spoil field on the McKenzie property while giving permission to the McKenzie owners to get dirt from the spoil; the McKenzies seem interested in selling the spoil dirt.

3)      Shawn indicated he wants permitting to last a minimum of 4 years.

4)      The subject of parcel A and why it is not contiguous came up.  Parcel A may be an option for depositing spoils from dredging. The Santa Rosa County Property Appraisers site shows Parcel A not contiguous.  It was understood by member present that Parcel A should be contiguous.  Sandi Lang volunteered to look into this.  

5)      Jeff Harber asked if everyone is OK with his landscaping approach.  Everyone said it looked great.  This landscaping approach was previously approved at the January and March regular HOA meetings.

6)      Discussed whether our budget item of “Lake Improvement Reserve Fund” is a Reserve Fund as defined in Fla. Statutes 720 section 6.  The opinion of the board at the meeting is it is not.  Since it is not, the HOA board may be required to insert a notification of possible special assessments into our dues notice or some other yearly notice.
